Renting a car at Keflavik airport and simply driving approximately 500km north-west to Skálavík is a fairly straightforward option. The domestic flight between Reykjavik and Ísafjörður is another one, albeit slightly more expensive. The distance between Ísafjörður and Skálavík is only 25km.
Gölturinn only rises to an altitude of app. 470m but the sides of the mountain make for a steep ascension. The safest path for ascending Gölturinn is by trekking from Skálavík through a small pass called Bakkaskarð
The only truly seasonable weather for trekking or climbing around these parts is during the summertime, the Icelandic summertime more precisely, which only lasts from May/June through August. If there is rain, fog, or poor visibility for one reason or another, you should really just stay at home, unless you want the rescue services to go out on an adventure.
